　　浙江立法推进绿色建筑 多种形式推动绿色建筑发展

　　Zhejiang set up laws to push establishing of green buildings, multi forms will be used to push development of green buil

　　近日在杭闭会的浙江省十二届人大常委会第二十四次会议，审议通过《浙江省绿色建筑条例》。条例将于2016年5月施行，通过多种形式鼓励社会建设、购买、运营绿色建筑，其中，使用公积金贷款购买绿色建筑，贷款额度最高可上浮20%。

　　Recently, 24th meeting of the 12th Standing Committee of the National People' s Congress in Zhejiang has finished. On the meeting, has passed, which would be carried out in May, 2016. It encouraged the society to establish, purchase and manage green buildings by multi forms, and if you use housing provident fund loans to purchase green buildings, it will be 20% floating for limit of loan.

　　浙江省人大环资委有关负责人认为，条例从绿色建筑的规划与建设、运营与改造、技术与应用、引导与激励等方面作出规定，可以进一步推进绿色建筑的发展。

　　Person in charge of Zhejiang Provincial People’s Congress Environmental and Resources Committee thought that, it ruled planning and establishing, managing and transforming, technology and applying, leading and encouraging about green buildings, which can push development of green buildings further.

　　根据条例，浙江省有关部门将制定公共建筑能耗限额标准，并向社会公布。条例鼓励社会各界按照绿色建筑标准进行改造。

　　According to the rule, related department of Zhejiang Province will make standard for limit of public architecture’s energy saving, and it will be published to the public. The rule encourages the whole society transform their buildings by standard of green ones.

　　同时，条例在建设、购买、运营绿色建筑等方面均有扶持政策。特别值得一提的是，居民购买绿色建筑贷款也有比较大的优惠。条例规定，使用住房公积金贷款购买二星级以上绿色建筑的，公积金贷款额度最高可以上浮20%，具体比例由设区的市住房公积金管理部门确定。

　　In the meantime, the rule set helping policies in establishing, purchasing and managing green buildings. It is worth mentioning that residents who purchasing green building can also get privilege in loan. The rule said that if you use housing provident fund loans to purchase green buildings, it will be 20% floating for limit of loan, and the concrete ratio will be ensured by managing department of each district.

　　此外，条例还鼓励国家机关、学校、医院、大型商场、交通站场等单位在其建筑屋面安装分布式光伏发电系统。核算公共建筑能耗时，该建筑自身光伏发电量可以抵扣其建筑能耗量。

　　Besides, the rule also encouraged governments, schools, hospitals, big shopping malls and transportation stations to install distributed photovoltaic power generation system. When checking limit of public architecture’s energy saving, photovoltaic power generation of this building is deductible to it.
